Why does the Google CSS program exist?

In 2017 the European Commission fined Google a then-record €2.4 billion for giving its own shopping comparison service an illegal advantage in search results. To comply with EU competition rules, Google separated Google Shopping into a standalone entity and opened the Shopping ad slots to independent comparison services — the CSS program.

Do Shopping ads look different through a CSS?
